There are interpretations that say that the kursi, is just the leg of the Throne. And the Arsh, is the Throne itself. Notice that many Muslims actually believe that the arsh (throne) is a metaphor of God's kingdom. All kings got a throne or a kingdom. One of the names of God is The King.
